The Building Research Establishment (BRE) has similarly noted that rising damp is often confused with other moisture problems.
The critics’ core argument is this: modern electrical moisture meters, the standard diagnostic tool used by most surveyors, can’t distinguish between free water in a wall and hygroscopic salts absorbing moisture from the air. A wall that once had rising damp, and was treated, can still give high meter readings for years due to salt contamination. A condensation problem can look identical. A leaking gutter can mimic every visible sign.

What’s Actually Happening in Walls
Here’s the more complete truth. Rising damp is a real, scientifically documented phenomenon. Capillary action, the process by which water is drawn upward through narrow pores in porous materials, is physics, not fiction. It has been observed in masonry buildings for centuries. The question isn’t whether it exists; it’s whether it’s being correctly identified.
Ground moisture will rise through brickwork and mortar if there is no functioning barrier to stop it. That barrier is the damp proof course. In older properties, Victorian and Edwardian terraces are particularly common across London and the South East, original DPCs were made from slate, bitumen, or lead, all of which can deteriorate over time. In some properties, particularly pre-1875 buildings, no DPC was installed at all.
When a DPC fails or is absent, moisture from the ground does rise. It carries soluble salts with it, depositing them in the plaster as the water evaporates. Those salts are hygroscopic, meaning they continue to attract moisture from the air long after the original rising damp has been treated or resolved. A true rising damp pattern shows a consistent tidemark on internal walls, typically no higher than one metre above floor level. It affects ground floor walls only. If damp is appearing above the first floor, it is not rising damp. The affected plasterwork will often contain high levels of nitrate and chloride salts from the ground, which can be identified through laboratory analysis of a plaster sample. Externally, the base of the wall may show a matching damp pattern at a similar height.
Critically, it will be present where a DPC is absent, failed, or bridged. For example, where external render has been taken below the DPC line, where a raised flowerbed or patio sits above it, or where cavity debris has built up internally.

Condensation
Warm, moist air condensing on cold walls produces damp patches, mould growth, and a musty smell, all of which can look identical to rising damp at lower wall levels, particularly in poorly heated or ventilated properties.
Penetrating damp
A leaking gutter, cracked render, damaged pointing, or a defective roof can allow water to track down through walls and pool at lower levels. Without tracing the source, this is easily mistaken for ground moisture rising upward.
Hygroscopic salt contamination
As noted above, walls that have previously been wet, for any reason, can retain salts that continue to attract moisture indefinitely. A meter will flag these walls as damp even when there is no active moisture source. This is one of the most common causes of a rising damp misdiagnosis.
Plumbing leaks
A slow leak from a buried pipe or a poorly sealed floor junction can introduce moisture at low level with no obvious visible source.
How a Proper Survey Tells the Difference
The difference between a correct diagnosis and a misdiagnosis comes down to the quality of the survey. A moisture meter reading is a starting point, not a conclusion.
A thorough damp survey should include a visual inspection of the full building envelope, including gutters, downpipes, external render, ground levels, and pointing, before any internal readings are taken. Salt analysis of plaster samples can distinguish between ground salts, indicating genuine rising damp, and sulphates from other sources. Relative humidity readings help identify whether condensation is a contributing factor. Importantly, a good surveyor will consider and rule out other explanations before attributing symptoms to rising damp.
